Evaluating target audience for any project is imperative. You have to know who you are marketing your product and service towards so that you can style the package to tailor specifically to them. For example take Cbeebies and CBBC:
Both Cbeebies and CBBC are owned and run by the BBC and tailored to children however, they are both styled differently. Cbeebies is more rounded, clear and bubbly. The CBBC logo is more complex and interesting. The letters are more engaging and ever so slightly more challenging to read. This is because both channels have different target audiences.

Cbeebies site and logo is very colourful and stimulating. This is because their channel and brand have a very young target audience as explained in this article: http://www.bbc.co.uk/commissioning/briefs/tv/browse-by-genre/cbeebies/.
The article goes into depth into every aspect of the target audience for Cbeebies and it it for very young children. You can now see the difference that such a small change in age range makes to the branding of a product when I examine CBBC:

As you can see the site is a lot more refined and sophisticated. Even though the age range has only increased a small amount to roughly ages 6-12. It warrants severe changes in user interface, colour schemes and layout choices.
This demonstrates how subtle differences in target audience are important and by recognising your target audience and tailoring your content towards said target audience your content will be more successful and well received. As a result target audience is one of the most important things to consider when starting a project.
